scapigliato. It's a clip from Charlie Chaplin's film The Great Dictator. (If you haven't seen this film, I highly recommend it. It's one of his few talkies--I believe there's only one other :-?--and it makes me wish he'd made more.) As I said in comments, Chaplin sums it up better than most.
